Hi Brian,
I encountered a similar issue on Win10, this is how I got it working:
- Open up Explorer
- Right-click on My Computer and select Properties
- On the left, click on Advanced System Settings
- Click on Environment Variables
- In the top of the two windows, scroll down to Path (or PATH)
- Click Edit
- Click New in the window that pops up
- Add C:\q\w32
- Click OK, OK and OK
- Restart the command line and check if q works now.
